Xekong Power Plant Company Limited ("XPPL") is a subsidiary of Phonesack Group Company Limited, which was established in 2011, to undertake coal prospecting, exploration, exploitation and production activities for export and electricity generation in Salavan and Xekong Provinces.
The Project is located in the southern part of Lao PDR, about 700 km southeast of Vientiane Capital, 172 km northeast of Pakse District, and 200 km northeast of Ubon Ratchathani. The project area runs along the border of Salavan and Xekong Provinces, extending from the south of Kaleum District around Pahung and Chanam Villages to the south of Ta-Oy District near Padou Village.
Since 2011, XPPL has completed key development activities, including feasibility studies, exploration, and environmental and social assessments. The project was initially planned as a 900 MW Power Plant for potential power supply to Thailand or Vietnam.
In 2019, following an agreement to export electricity to the Kingdom of Cambodia, the project capacity was increased to 1,800 MW. A new special purpose vehicle, Xekong Thermal Power Plant Company Limited (XTPPL), was established to develop the 1,800 MW Coal-Fired Thermal Power Plant Project, and a Tripartite Agreement was signed on 26 June 2020 between the Government of Lao PDR, Phonesack Group and XTPPL to formalize the arrangement for development of the project.
XPPL is dedicated to responsible growth and adherence to relevant international standards by implementing robust environmental and social protections, alongside utilizing suitable and advanced technologies.
